How can they come back 8 years later saying Your license is suspended?

got a letter from state sid licenses was suspended this was conviction from 2002 done had licenses back twice since then. how could have not gotten in trouble or got license back if not paid fines and reinstatement fees, they lost it thats not our fault, can we get out of it
