Reinstating my license after DUI?

Ok so, I recieved a DUI in June 2009 and lost my license and totaled my car. I was hit by another drunk driver. Careless, I know and have since learned a very valuable lesson in drinking and driving. I never got my license reinstated because I don't have a car to drive. I am now trying to reinstate my license and was wondering what the step are needed to get it done. I live in Colorado by the way. So far, I have filled out a Reinstatement Form along with $95 reinstatement fee, my Discharge Refferal Summary (stating that I have completed my Alochol and Level 2 Education program). But since I do not have a car what other paperwork do I need in order to recieve my license? Can my husband put me under his car insurance so I can obtain an SR22? Can I even get a valid license if I fill out a Non-Owners Policy Form? Is there a penalty for reinstating so late after 2 years? What are my options??? Thanks!
