The courts lost my paperwork. Is there anything I can do to fight this?

Back in 08 I got a ticket for driving with no insurance (temporary lapse). In the county I was in community service is mandatory for this ticket so in addition to all of the court costs I had to pay I was assigned community service. Now this is not a problem for me as I regularly volunteer and had this completed and sent in within 2 weeks (I had 60 days for completion). I then mailed the paperwork to the city court house. Now i am applying for work and one of the companies I am applying for is requiring a complete criminal/traffic record. whilst in pursuit of getting these records I found out that the city claims they never received the paper work and my license was suspended. now I am being told that I need to pay $60 for a warrant dismissal, $95.00 for license reinstatement and because my license was "suspended" I need to re-take the drivers test (written and street) and pay $35.00 for a new license. $200.00 for their mismanagement of paperwork. I have been unemployed for almost a year now. this just does not seem right to me... is there anything I can do?
