Lisence is suspended in MASS, suspension time is complete, Can I pay reinstatement/get lisence new state?

Mass has Melanie's Law now which requires a breath machine in your car for 2 years after reinstatement. My suspension time is well complete. Can I pay the reinstatement fee to Mass(which is the first step in the long process to getting your license back) and get a license from another state as I no longer live in Mass> It would be technically no longer revoked, but it will not be reinstated. Mass will not recognize the license but I hope I never go back. Any help
