died last Sept 13,2006.last Aug 12,2010 I receive a letter from the US Dept State National Visa Center a form for immigrant visa applicant.is there any chances that i can apply for the visa?my nephew and niece choose to proceed the petition for me.can i avail for humanitarian reinstatement?i need your advice,thanks.
