Has anybody received an account reinstatement yet on runescape? Or Have they not started doing that yet?

On the 3rd they opened a thread and said we could at our own will reinstate your banned account, but it will have less exp and money..has anyone received that yet or are they still waiting? Cause they said please be patient we don't know when we are going to start doing this yet.
