How does the process work?

Ok long story short I was convicted of OWVI. my license was restricted for 3 months. They said after that period was over I have to reinstate my license $125. I also owe a responsibility fee. My question is when I pay my reinstatement fee do I get my license back or do all fees related to it have to be paid first? Someone told me they got to pay on the responsibility fees while they had their license is the process the same for my situation? I'm in michigan
