What are the chances to get another student visa?

I was in the US for 2 years but I didn't do well at college. I was terminated once, I got reinstated and then I got terminated again. I didn't apply for reinstatement. I just came back home to my country. I am going to apply again for visa in other program. What are my chances of getting visa this time? Would the visa officer look my past transcripts? Does the past academic performance effects future study visas?
