How much does a permit cost in Wooster, Ohio (Wayne county)?

I have a friend who I have been trying to help. He is 25 years old and just paid his reinstatement fee. I am all over the place to find out how much it would cost to get his drivers permit. He has never had his license yet. Thank you very much for any serious answers. =^)
