Minor in possession ticket in 2003?

In 2003 I (me and my boyfriend both did) got a ticket for minor in possession of alcohol. We were not drinking and we were sitting in the back seat of the vehicle and the officer insisted on giving us a ticket. The driver and the passenger did try to tell the officer that we were not drinking and we asked him to give us a breathalyzer test and he refused and gave everyone a ticket and let us go on our way. If the driver was drinking and driving shouldn't the officer have taken him in for drinking and driving rather than letting this person drive us home even tho he knew he was drinking. Right away i called the court for both of us (me and my boyfriend) and we told them exactly what happened and we did not want to plead guilty and the receptionist said ok she would take care of it and we should be receiving a trial date in the mail. Well we never received anything and years later we find out that we had warrants. By this time me and my boyfriend were no longer together and he had been arrested and his ticket was paid off because he just did not want to deal with it. Anyway like 4 years passed and i got a DWI. I was 22 then. I paid my fines and completed all of my probation and the reinstatement fee for my DL and they wouldn't release it to me because there was a hold on my DL because of the unpaid ticket in Port Isabel so i called and told the receptionist the exact same thing and I explained how i never rereceived trial date and how my DL was on hold. She told me the same thing that I would either rereceive trial date in the mail or it would just be taken care of so I never received anything in the mail nor did i follow up on it. (very irresponsible on my part i know). Ok so now i have moved to Tennessee and im trying to get my DL here and they say that Texas still has a hold on my DL. So I call Port Isabel and now they say that there is a warrant for my arrest because i failed to appear in court and they automatically entered a plea of guilty for me they also said i need to fax in a letter entering a plea of not guilty to change it and again i will rereceive letter in the mail with a trial date and that i have to appear in court for that one. What can i do about this? I am not working yet here and i have no money to travel to Texas either. I am also on the verge of going to a shelter with my daughter because i am out of money and with no where to go. I need a Tennessee DL to get a job here. What can i do?
