When do I pay my $500 license reinstatement fee?

In Massachusetts, if you are cited for a speeding violation before the age of 18 you get your license suspended for 90 days and have to retake the permit and road tests along with a $500 license reinstatement fee. My 90 days are over and I'm looking to redeem my license but I don't know when I'm supposed to actually pay the $500 reinstatement fee. Do I have pay it before I take my permit test or before my road test?
