If living in Pennsylvania do I have to pay a reinstatement fee from Ohio in order to drive?

After losing my license (Driving without insurance) in Ohio and moving to Pennsylvania will I have to pay the reinstatement fee to the Ohio BMV in order to get my Pennsylvania license and continue driving? My suspension period has ended and I do intend to pay the fee eventually, I just have more pressing matters to worry about at the moment. Any help would be appreciated. Thanks!
