Driver responsibility fees and re-instatement fee?

I lived in Michigan,got a driver responsibility fee which i never paid suspended my liscense. I now live in oregon and am paying my driver responsibility fee in michigan so I can get my liscense in oregon. Do i still have to pay a reinstatement fee for my liscense in michigan? I just want my oregon liscense.
