Driver licenes reinstatement fees?

I just paid $210 reinstatement fee in ga for a dui 17 years ago now they say I have to pay $485 fl. reinstatement fee because I LIVED IN FLORIDA at the time I have not lived in Fl. for 10 years and it seems unfair that I have to pay 2 reinstatement fees. I now live in ga and I am unemployed and need a drivers licenes what can I do?
