Disabled and most likely have warrant, want to turn self in?

About two years ago I had a suspended DL for an unpaid ticket. I paid the ticket but never paid the reinstatement fee. long story short is i got caught driving an was given a ticket an was told i would receive something in the mail about when to go to court. Never did receive anything an just kind of ignored it. finally looked at my copy of the ticket and seen they wrote the address wrong that's why I never received a court date. I want to turn my self in but I am disabled, I am on O2 24hrs a day. I use a special CPAP machine to sleep or I stop breathing. I have Atrial fibulation and take about 1200$ month in medication. I can walk only short distances with great effort. When I turn myself in I assume since it would be for missing a court date they will keep me until court hearing. my question is how can I ensure that i receive proper medical care?
