Can you get your drivers permit if you have a ticket?

I'm 16 and live in wisconsin. I just started driving classes and I passed to get my temps. I haven't got them yet but I was planning on it soon. And today I get a letter saying my privilege to a motor vehicle has been suspended. The letter says I may be eligible for reinstatement on december 21, 2012. So do I have to pay the fine in order to get my temps? Do I have to wait 2 years until I can get my temps, and then all the driving classes were just a waste? I'm so confused.
